strategies in update.conf

I'd really like to define and use a strategy in 
update.conf, but strategies do not get set until
later (context main)

One workaround that works is to use a module to
do essentially the same thing.  But that is not
as self-contained as a builtin strategy.

It was easy enough to modify cfagent.c and add
the line 'SetStrategies();' in the right place
to get the strategy set, but how do I keep it
from getting reset in context 'main'?
