1) better question for openssl lists, but:
address@hidden lib]# pwd
/usr/local/openssl/lib
address@hidden lib]# elfdump -d *.a |grep NEEDED
the libraries, which is what cfengine uses, are statically compiled
 
2) what errors are you seeing in the configure.log? If configure is failing, its likely the compile will fail. I don't recommend bypassing this step.
