I use Faq-o-Matic and it handles attachments just fine.

I can help setting up Faq-o-Matic on somebody's server, once it is
installed the administration is done via a web interface.
Faq-o-Matic also provides searching capabilities, the name implies FAQ
but it is really a generic hierarchical database easy to manage.
I think using either Wikis or Faq-o-Matic or something like that is
better than just email messages to the mailing list.
