stall after authentication

im trying to get cfengine set up on an existing network. after 
fighting a bit with it, i finally got it installed and running
on the local machines. however, whenever i try to do a cfrun on
a remote host it connects to the remote machine and then just 
sits there (when i say just sits there it is over a period of days
that it does nothing so i know it is not just some random delay).
any suggestions as to what im doing wrong? ive included a script
of me running cfrun, and my cfservd.conf file. thank you.
