cfserver acl

my cfserver looks has the follwing admit line:

admit:
   /usr/sbin/cfagent            manfred.nichtsnutze.de

but any server (not only manfred.nichtsnutze.de / 195.49.152.135 ) who has 
the right key pails can connect and execute /usr/sbin/cfagent when i run 
cfserver in debug mode  i see the following:
