file modification

I'm looking for a way for cfengine to take each line in file1 & check
file2 for it.  If the line exists in file2, then move to the next line;
if the line does not exist in file2, then append that specific line to
file2.  Basically, for every line in file1, it checks file2 for it
& adds it if necessary.

'InsertFile' doesn't work well for this b/c it adds the line(s) of file1
to file2 whether they exist or not.
