It's been a long time since I looked at CFEngine and worked on the
Makefile setup.  My first guess based upon your errors is either your
version of texinfo (and, therefore, makeinfo) is pretty old or newer
than is expected in CFEngine.  Makeinfo is telling you where the
problems are in the texinfo file, so it shouldn't be hard to fix.
However, your problem is occurring during the generation of the Info
files which occurs (I think) after the rest of CFEngine is built, so
you may be all right without them.
