Location of cfrc file

I have the following problem, when cfagent is started via cfexecd the
cfrc file is found, but when i start cfagent locally or via cfrun the
file is not found because i do not set the CFINPUTSVAR. So all kind of
things go wrong. All kind of files are found in the WORKDIR directory.

So why not for the cfrc file instead of the CFINPUTSVAR variable or make
a combination? First environment variable if not set the default to WORKDIR.
