What exactly does this above statment mean? Are you referring to running
on a non-OS X box? Or are you simply saying that the resource fork should
always be in a separate file from the data fork?

I supopse it is conceivable for the data to be hosted on an HFS+ file
system..

Though, depending on the copy method, the rsrc and data forks may still
need to be separate files.
