processes not working on restart of sshd

I have been trying to get cfengine to use the process: option to restart sshd

Syntax I have is:


control:


  domain = ( XXX.com )


  actionsequence = ( copy processes )

copy:
#LOTS of COPY by System TYPE.


processes:

    "sshd" signal=kill restart "/usr/local/openssh/sbin/sshd"

The sshd process does not get killed, never mind restarted.
Doing cfrun CLIENT does not do any thing , unless there is a copy to do. but never does the kill part

with cfrun in d2 mode the following log is generated , (I have sniped bits I think are relevent)

Cfengine is version 2.0.7P3

I am sure I am doing something stupid , but no idea what.
Any suggestions , please
