file not being moved to appropriate directory

Hello,

I have edited the nsswitch.conf file in my CFEngine distribution tree. I then 
go to a client
and run "cfupdate -av" The modified version gets updated in 
/usr/config/files/common and I see the changes I made. However, the new file 
doesn't get moved into the /etc directory (HP-UX 11.0). 
What am I missing/not doing correctly? Any help advise will greatly appreciated!
