Kurt,

I'm running Linux - RH 7.3 and sysklogd-1.4.1-8.

I have the following line in syslog.conf:
local4.*        /var/log/messages/cfengine.log

I don't think syslog.conf is the problem. If you look at the syslog
debug output below you can see the that the syslog facility for the
cfengine log record is daemon and the level is error. This indicates to
me that the problem is somewhere in cfengine, not syslog or syslog.conf.

syslog debug output:
