tex errors upon compile of doc section

Using the latest beta, as well as version 2.1.3, I get the following 
errors compiling the doc section:

under RedHat 6.2:

[root@host doc]# make
TEXINPUTS=".:$TEXINPUTS" \

/usr/bin/texi2dvi -o cfengine-Tutorial.dvi `test -f

under RedHat 7.3:

2.1.1 compiles w/o errors

for 7.3, after installing text (command not found), the compile is 
attempted, but there are enough errors to where it bails out.

any idea what might be causing this?
