keeping mtimes in sync

I want to make sure destination mtimes are in sync with my
masterfiles.

I have, for example,

  copy: /masterfiles/bin/something /usr/local/bin/something 
    type=mtime timestamps=preserve

but when I

  touch /usr/local/bin/something

cfagent doesn't "update" /usr/local/bin/something

Where am I going wrong?
