Copy a file into every home directory

Hi,

I'm trying to copy a .desktop file that
lets the user ask for support into every users' home dir.
Is there a way to do so with the "home"
directive or do I have to write an external script?

My idea was to define a filter associated
in a file section with an ExecCommand action that copied the .desktop file.
But that doesn't seem to work.
