Not really, at least not for my situation:
- I _must_ avoid unneeded restarts,
- but restarts are _needed_ when I edit the configuration file.

So I really have to find a way to replace existing lines starting with
the same first field's content as the replacement. Also, if no matching
line is found, I must append the replacement line. If any of these two
actions took place (and thus the file actually changed), I want to
define a class to later restart the corresponding program.
If cfengine can't achieve this by itself, I will have to do it via an
external script, but this is such a common task that I really think
cfengine should be able to do it out of the box.
