I think that all clients make an initial connection at the top of the
runperiod (hour, half-hour...), no matter the splaytime.  If they can't
connect then, you'll get mail, and cfagent doesn't run that period.  So
my guess is that MaxConnections will have to equal the number of
clients, if they all kick off at the same time.  And 1500 connections at
once might be tough under any circumstances.
