Here is a good package for cfengine.
http://dag.wieers.com/packages/cfengine/
Secondly you might consider having update.conf copy the the binaries
from /usr/sbin to /var/cfengine/bin/. Of course you will need to
bootstrap it somehow by calling /usr/sbin/cfagent.
