Coming a little late into the conversation...

I like the draft-recommended '/srv' for this kind of thing.  I use 
'/srv/hostconfig' for my whole CVS tree of configurations, which is
served through cfservd.  Under that, I have /srv/hostconfig/cfengine,
which are the files that ultimately land in /var/cfengine/inputs.  See:
