I am guessing something like this:
1. install cfengine on all host.
2. generate key on policy server and cp pub key to
other hosts.
3. cp update.conf and cfagent.conf to
/var/cfengine/input dir
4. starup cfcerd on all hosts.
5. run cfrun on policy server
