AIX Compile problem

I'm trying to compile CF Engine 2.1.14 on AIX (5.3).

I'm using Visual Age C 7.0 (IBM)

the error:
/bin/sh ../ylwrap cflex.l lex.yy.c cflex.c -- lex
got /export/source/SRC/cfengine-2\.1\.14/src/
Error: 1285-311 There are too many transitions.

I saw a message in the archives about needing bison, but I do have it

# bison -V
bison (GNU Bison) 1.875
Written by Robert Corbett and Richard Stallman.
