Cfagent splay time & multiple users

I was just thinking about the concept of several users on the same
machine running cfengine, and one thing I noticed is that the SplayTime
is dependant soley on the hostname. Assuming 20 users on a machine are
running cfexecd, wouldn't that imply that cfagent will kick off for all
users at the same time? Would it be reasonable to enhance CFEngine to
include the current username/uid in the splaytime hash calculation?
