I agree that failover should only trigger on error conditions. Is that
what you mean (how I am interpreting what you say below)?
I was hoping to find out from Mark if this is how its intended to work
(only failover on network reachability) or if this is a bug or
oversight ?
Mark any comments ?

I'd rather have it simply triggered when we have any result other than
either a sucessful copy *or* the copy is not attempted. That would
also catch things like "server up, file found but unreadable" (happens
when you are reading from an NFS server with root squashed).
