Maybe you're right. I was just thinking that eg the bug-gnu-emacs list
has never had any kind of Mailman footer, but maybe this would be a
useful change.

It looks like the Debian version has this feature, eg

so it should be possible to copy it to debbugs.gnu.org. In fact, I
don't really know why it isn't there already, since I thought our
version would be based on a more recent version than August 2009.
Maybe not.
