I wouldn't be surprised to learn that something that reportbug expects
to find is not present on debbugs.gnu.org. Eg, we don't use source
packages. Also, I don't know where that package list comes from, but
it's not debbugs.gnu.org, since we have no "emacs23-lucid" package.
(If possible please keep my and help-debbugs's address out of any debian
bug reports, owing to bug#63995.)
