[debbugs.el] Should debbugs-gnu-send-control-message query version for non-Emacs packages?

While working on Emacs' debbugs package, I noticed that it only
queries the user for a version when closing/fixing/etc an Emacs bug. I
would expect other packages use version as well, so it might make
sense to query for those too (though obviously the initial-input
suggestion based on the running Emacs version would be left out).
Anyone here using debbugs.el with non-Emacs bugs care to comment?
