bug#35227: URL error in forwarded bugs

Hello.

When viewing forwarded bug reports in the web page, the message that

indicates forwarding to a URL, adds a quote at the end of the URL, and

thus, makes it invalid.

The forwarded message at the beginning ("Forwarded to...") gets it right.

For example, view Bug#33808.

https://debbugs.gnu.org/cgi/bugreport.cgi?bug=33808

Search for "Set bug forwarded-to-addres".  The URL shown is:

http://lists.gnu.org/r/emacs-devel/2018-12/msg00382.html'

(with a quote at the end).
