The same issue occurs in the Mailman list archives, eg https://lists.gnu.org/r/bug-gnu-emacs/2021-08/msg01845.html Whatever you changed about your mail setup in https://debbugs.gnu.org/cgi/bugreport.cgi?bug=50186#41 https://lists.gnu.org/r/bug-gnu-emacs/2021-08/msg01873.html made it start working, for both debbugs and Mailman. In any case, debbugs.gnu.org isn't being developed any more.
