If this is a request to have the automake-patches mailing list
automatically feed input into debbugs, then it needs to be added to
/etc/debbugs/exim.
The /etc/debbugs/Lists file just controls what packages things get
assigned to once they reach debbugs.
But I don't see how this can work. When debbugs sends the mails out
again, where do you want them to go? As it stands, it will send them all
to bug-automake. So the automake-patches list won't have any content any
more. "package=automake" can only send to a fixed address(es), it can't
choose where to send things based on the original to address.
If you don't want everything to go to the same address(es), you would
need a separate "automake-patches" package in debbugs. This would be the
minimal change from the current arrangement.
