It would be great if somebody could take the stab. The maintainers so
far (Chong Yidong, Glenn Morris, Noam Postavsky) were recruited from the
Emacs project, but that's not a must.

These days I've got a reply from debbugs saying something like "You are
working on an archived bug, please unarchive first". So this seems to work.
