You want to start lynx in its own console, instead of re-using the
internal console that Emacs uses for (start-process). Probably this
should do it:
(start-process
"lynx" nil
"cmdproxy.exe" "/c"
"start \"\" \"C:\\Program Files\\lynx283jdev14\\lynx.exe\"")
Or with a lot less overhead:
(w32-shell-execute nil "C:/Program Files/lynx283jdev14/lynx.exe")
