hilit19 is obsolete. emacs-21* uses font-lock. You can activate
font-lock with '(global-font-lock-mode t)'. I think you should delete
enabling of hilit19 in your .emacs file.
emacs-21* runs on
C-l runs the command recenter
(recenter &optional ARG)
which is an interactive built-in function.
Harald
