More likely RCS, as the default for CVS is to not make working files
read-only.
To answer the original question, in the absence of a version control
system, C-x C-q will toggle the read-only status of a buffer. If it is
flagged as read only on disk, then you will be prompted whether you
want to overwrite the file when you try to save.
