You can set an environment variable called "HOME" to any directory, and
emacs will look there for .emacs.  It defaults to c:\ if HOME is not set.

So you can clean up your environment a little by getting rid of the "fake"
.emacs in c:\ and just setting HOME to c:\HOME\rmh (system control panel ->
advanced tab, click the "environment variables" button).

windows 200 is strange.

If i remember correctly i had to put the .emacs file in c:\


What I always do is make my own shortcut icon to runemacs.
I set the "start in:" value to 
   C:\HOME\rmh
which is my choice of home directory for myself.
I think on W2000, even with that start, I had to have a fake c:\.emacs that
does a load-file on the real .emacs at c:\HOME\rmh\.emacs
