I did choose a structure that I believed should make it more easy to maintain different versions of Emacs on the same pc. That is why I choosed "Program Files\Emacs\emacs-21.3\bin". You may of course disagree that this is good to do! At the moment I do not remember if I made this an option, but I believe I did. Wasn't there a screen where you could choose which directory to use?
The default value should IMHO be aimed at normal users, who probably only want one version of Emacs installed at once, and want installing over the top of the old version to do an upgrade (if that is possible with the installer you are using).
