In some circumstances it does.
1. If your HOME directory is located on a network share.
2. If your HOME directory is located in a directory managed by a roaming
profile.
3. If you enable recentf-mode (it sounds like you are not doing that).
4. If you enable desktop-mode (sometimes)
5. If files you are accessing have permissions that depend on network
users or groups (this may include Emacs itself).
