What does (executable-find "plink") return?
> (add-to-list 'exec-path "C:/Programs/PuTTy")
Does it help to add this path to your %Path% environment variable
outside Emacs?
Note, that I don't use MS Windows myself, so I don't know what I'm
speaking about.
