Forgot to say that the other way (not ICU, or other similar package) to go
is to allow the user to specify that the built in OS/CRT support should be
used instead. Of course, this means that you get a decent sized set of
problems, because the layer you are using for your unicode support is now
totally random in capabilities and existence, dependent on the platform. I
guess it could be %option break or something.
