global on Emacs

Hello,

I would like to use GLOBAL on Emacs 20.7.2, and put following lines to
.emacs file.

(autoload 'gtags-mode "gtags" "" t)

However, even when I invoke Emacs reading some files(such as C++
source code), it is not set to gtags mode. If there is any solution or
information for the issue, I would really appreciate it although this
question should be a silly one.
