[Help-glpk] glpk JNI

Hi,

I have downloaded glpk with contrib/jni.
I fixed a few problems and make it thread safe.
It is a fairly easy modification.
I only modified glplib1a.c, and make lib_set_ptr and lib_get_ptr to
call back to java to access the data stored on java ThreadLocal.

I like to put my modification back here, but I know there is a license
issue with contrib/.

Please let me know what is the best way to do this.
