the GLPK DLLs can be downloaded from  http://winglpk.sourceforge.net
http://winglpk.sourceforge.net .

The API is described in the file doc\glpk.pdf of the source distribution
which can be downloaded from  ftp://ftp.gnu.org/gnu/glpk
ftp://ftp.gnu.org/gnu/glpk 

For Visual Basic .Net a description how to call DLLs can be found at:
