You can download a precompiled version of GLPK from
http://winglpk.sourceforge.net/
Just unzip the file to where you like.
The glpsol executable for 64bit Windows is in directory w64.
No further installation is necessary.
Have a look at doc/winglpk.pdf and doc/gmpl.pdf.
