Anyone know of a way to control mouseover highlighting via C-, M- or S-?

The mouse-face text property automatically takes the place of the face
text property, for display purposes, when the mouse is over the
corresponding text. Wouldn't it be useful to be able to control this,
for example by having it happen only while depressing, say, the SHIFT
key? Or perhaps providing a different kind of highlighting in that case?

Even better, perhaps, would be to have a separate text property for each
modifier key: shift-mouse-face, control-mouse-face, meta-mouse-face etc.
That would allow for different, overlapping mouseover highlighting
zones, each perhaps associated with a different mouse-2 click action.
