emacs delay on OpenBSD when network not attached

I'm having a frustrating emacs problem on my OpenBSD machine.

If my network cable is not plugged in, emacs takes a very long time to
start, sometimes apparently never starting (okay I kill it after waiting 3+
minutes).

Since I'm building this machine to be a firewall, I can't have it connected
to the network until it's completely hardened, lest it be compromised before
all security measures have been implemented.

If the network cable is plugged in, it fires right up.  I really need to use
emacs in this scenario if at all possible (and I can't afford interminable
delays every time I launch it).

Does emacs care about the network?  Has anyone heard of this problem?  Is
there some sort of debug or verbose switch I can pass as an argument to
emacs to see what's happening while it's trying to start up?
