Emacs does ftp through a standard command-line ftp client program, which
sets up the data connections. Emacs has nothing to do with this part.
Have you `M-xcustomize-group<RET>ange-ftp<RET>' 'ed ?
Look at customizing the 'Gateway' variables
Ange Ftp Smart Gateway Port
Ange Ftp Gateway Host
et. al. (you probably only need to change these two)
and also
Ange Ftp Local Host Regexp
