EMACS V21.1 Question

Hi:

I'm running EMACS V21.1 on a WIN2000 PC.  I want to port the key
definitions (global-set-key ...) I use on a UNIX install of EMACS over
to the PC.  Can't find ".emacs" on the PC, the place where I would
expect to insert the key definitions.  

Q: Is there such a file on the PC?  If so, what's it called.
Q: Do I need to compile the .emacs (or equiv) after customizing it?
