C-x 4 b to check screen line of point?

In Emacs 20.7, when split-window-keep-point is nil, C-x 2
(split-window-vertically) leaves point in the lower window if it
was in the lower half of the original window, and to the upper
window otherwise.

I would like C-x 4 b (switch-to-buffer-other-window) to behave
similarly: if there is only one window and point is in the lower
half, it should switch to the other buffer in the upper window.
The current code switches to the other buffer in the lower window.
Optimally, all -other-window commands would have this feature.

Is there already a variable I could set to enable this,
or a single function I could advise?
