Ok, here are relevant lines from my .emacs
; Create cp1251 codepage
(codepage-setup 1251)
; Tell Emacs that keyboard generates characters in cp1251
(set-keyboard-coding-system 'cp1251)
; The same for various system things
(setq w32-system-coding-system 'cp1251-dos)
(setq locale-coding-system 'cp1251-dos)
(set-selection-coding-system 'cp1251-dos)
; Make cp1251 default coding system for files
(prefer-coding-system 'cp1251-dos)
