What is this `config' thingy ?
Have you tried to run `cvs -f -z6 tag emacsTag1 .' and
`cvs -f -z6 tag emacsTag1' from the shell ?

This thing has been working fine under unix for a while, so I can
believe that the . is posing problems under w32, but under unix it's
highly suspect.
