I've just been struggling with this myself (trying to use ispell.el and stuff which doesn't seem to work with NTemacs), but I got it to work. 

Firstly - do you have Cygwin installed? In that case it's easy.
What I did was download the Cygwin ispell binaries from ftp.franken.de/pub/win32/develop/gnuwin32/cygwin/porters/Humblet_Pierre_A/V1.1 and extract the zip file straight to my Cygwin root directory. Done! No need for mounting or anything.
